The easiest way to do this is using the PING command in Command Prompt. Go to Command Prompt and write ping ip.ip.ip.ip and hit Enter. If you get respond then it's online.
If not then it's probably shut down. Other reasons of why you dont get back pings is because your/his ISP have disabled the PING service. Nothing special you can do about that than complaining to them.
